Een mediatheek aan het water geeft de Seine- oevers na jaren versterving een nieuw leven en brengt de stad in contact met de rivier. De uitdaging van het ontwerp zit in het organi- seren van de ontmoeting en waar nodig afzondering. Daarom zijn er ruimtes voor de basale uitleen, maar ook voor zelfstudie, educatie en voor ontspanning in het café met een boek en uitzicht over de rivier en de oude stad: een culturele en sociale ontmoetingsplek.

Located at the edge of the old city of Rouen the design seeks to catalyst in the renewal of the city by tying it more closely to the river Seine. The programme includes the library, stock areas for books, records, videos, along with office space, a riverview cafe and underground parking. The mediacenter is a place of research, teaching and discussion, a forum for the exchange of ideas. The building creates also an esplanade at the riverbank linking the theatre to future developments.

Le médiatheque à Rouen est situé rive droite au pied de la Seine en plein coeur de la ville à fin de réaliser un boulevard urbain longeant le fleuve.
Les deux niveaux de la médiatheque créent un vrai quai du Havre apportant une nouvelle façade animée qui rompt la monotonie de celle existante le long du quai. Le médiatheque sert également comme un lieu de rencontre, forum d’éducation et d'échange culturelle.
